Touched at (by) означает 'тронутый, взволнованный чем-л.': touched at the sight of a sick child, touched by a story, touched by an appeal. Touched with (by) имеет значение 'тронутый, поврежденный' (ржавчиной, гнилью и т. д.): key touched with rust, old chapel touched with (by) decay, flowers touched with (by) the frost.
